This Manual will be most useful to those who are currently involved in the growth and development of Special Education not only in Bicol Region, but the entire country as well. It may still take a while to realize the full inclusion of learners with disability in mainstream classes, but with the persistence of school administrators, teachers and the entire school community, it will eventually happen. And this journey has to start with a clearer understanding of why every learner is special, and what education stakeholders can do to support and promote their diversity and special needs.
