The United Nations Educational, Scientific and Cultural Organization (UNESCO) sponsored a number of basic education-related projects in Cameroon, Ethiopia, Ghana, Liberia, Nigeria, Sudan. Ethiopia’s challenge was to find qualified teachers to provide this education. The Philippines was known for its qualified teachers who spoke English and was identified as one of the countries to provide this requirement for Ethiopia.
